Befintliga straff f\u00f6r f\u00f6rs\u00e4ljning och f\u00f6rmedling av hyresavtal mot otill\u00e5ten ers\u00e4ttning sk\u00e4rps.<\/p>\n<p>Det blir \u00e4ven brottsligt att ta ut osk\u00e4ligt h\u00f6g hyra vid olovlig andrahandsuppl\u00e5telse och andrahandshyresg\u00e4ster ges en ut\u00f6kad m\u00f6jlighet att beg\u00e4ra tv\u00e5 \u00e5rs \u00e5terbetalning om de drabbats.<\/p>\n<p>Ut\u00f6ver sk\u00e4rpning av straff och att det nu blir brottsligt att k\u00f6pa hyresavtal och ta ut osk\u00e4liga hyror ges hyresv\u00e4rden ut\u00f6kade m\u00f6jligheter att vidta \u00e5tg\u00e4rder mot hyresg\u00e4ster som uppl\u00e5ter sina l\u00e4genheter olovligt. En hyresg\u00e4st kommer t.ex. kunna bli uppsagd med omedelbar verkan om hyresv\u00e4rden uppt\u00e4cker att vederb\u00f6rande uppl\u00e5ter sin l\u00e4genhet olovligt i andrahand och\/eller har tagit ut en osk\u00e4ligt h\u00f6g hyra. Lag\u00e4ndringarna inneb\u00e4r s\u00e5ledes att hyresg\u00e4ster inte l\u00e4ngre har m\u00f6jlighet att vidta r\u00e4ttelse f\u00f6r att p\u00e5 s\u00e5 vis undvika att bli uppsagda. Tidigare har det vid f\u00f6rl\u00e4ngningstvister d\u00e4r upps\u00e4gningar p\u00e5 grund av olovliga andrahandsuppl\u00e5telser pr\u00f6vats lagts stor vikt vid om hyresv\u00e4rden skickat r\u00e4ttelsebrev eller inte.<\/p>\n<p>R\u00e4tten att byta sin l\u00e4genhet \u00e4r v\u00e4lf\u00f6rankrat i hyreslagen men eftersom svarthandel med hyresavtal ofta sker genom just byten ska regelverket \u00e4ndras p\u00e5 s\u00e5 vis att hyresn\u00e4mnden inte kommer godk\u00e4nna byten d\u00e4r bostadsr\u00e4tt eller villa \u00e4r en del av byteskedjan eller i fall d\u00e4r det finns sk\u00e4l att anta att n\u00e5gon form av ers\u00e4ttning f\u00f6r bytet erlagts.
